As lead consultant, and project manager we coordinated a project team of consultants to create the Master Plan report document. Work included researching site history and development entitlements, conducting a site analysis. Additional work included coordinating with other consultants and the design team, landowner, and County representatives.

Prepared a Master Plan for the Church and Campus including future building expansion, transportation access and parking and lead a Master Plan Committee and Parish Education Committee through several months of public outreach to document the ideas, concerns and comments of various stakeholders.

Working with a Master Plan updated by Calthorpe Associates, we prepared the land use entitlement documentation including Environmental Impact Statement, Community Plan Amendment and Change in Zoning for 410-acre smart growth mixed-use community.  Assisted the project team land use attorney to process State Land Use District Boundary Amendment. Prepared Form-based Code Zoning Ordinance for Maui Research and Technology Park District.

Master planning responsibilities included overall site design, landscape architecture design and leading a Focus Group program to develop the plan including history, constraints and opportunities, and appropriate uses and design.

The Plan proposes that the campus grounds and structures be rehabilitated and reused as an education facility to serve school children, residents, professionals, and visitors as a venue for specialized classes and programs in environmental sustainability, agriculture, good governance, leadership, and job and life skills.

Proposed improvements include renovations, repair, and maintenance to existing campus buildings and on-site infrastructure to support campus activities, including water and fire protection systems, wastewater upgrades, internal roadways, and parking.
